Dr. Jacob M. Andrews is an Associate Professor and Chair of the Criminal Justice Program at Wilmington University. With over two decades of distinguished service in law enforcement, Dr. Andrews retired from the New Castle County Police Department, where he held a variety of critical roles including Patrol Lieutenant, Public Information Officer, and Patrol Executive Officer.

Throughout his career, Dr. Andrews demonstrated a deep commitment to community-focused policing and public service. He led initiatives such as the Hero Help Program, which provided proactive outreach and support for individuals struggling with addiction and mental health challenges. His assignments also included work in the Criminal Investigation Unit’s Family Services and Major Crimes Squads, as well as the Policy and Accreditation Unit. A Certified Master Police Instructor, Dr. Andrews brings a wealth of practical experience and academic insight to his teaching and leadership. He holds a Doctor of Social Science in Prevention Science, a Master’s in Administration of Justice, and a Bachelor’s in Criminal Justice—all from Wilmington University.

In addition to his academic and law enforcement careers, Dr. Andrews is a proud veteran of the United States Air Force, further underscoring his lifelong dedication to service and leadership.

Shae Chasanov DiLuzio is a Delaware native, having grown up in Sussex County. She attended college at the University of Delaware, and law school at Widener School of Law (now Delaware Law School). She works as a Delaware attorney with the law firm of Tybout, Redfearn & Pell, where she largely practices general insurance defense litigation. She has worked as an attorney for over 17 years.

In addition to her legal practice, Shae also works as an Adjunct Instructor for Wilmington University, where she teaches in the paralegal studies program. She has taught Advanced Legal Writing, Contract Law and Cyberlaw. Shae enjoys giving back to her community and volunteers through an organization called Lasagna Love. She also volunteers for the Office of Child Advocacy, and recently became a mentor for the Wilmington University School of Law.

Janice Selene Hubbard is a retired Law Enforcement Leader with over 25 years of service and a lifelong commitment to supporting incarcerated individuals and their families. Her volunteer work began in 1990 at the Delores J. Baylor Women's Correctional Institution, where she served as a spiritual mentor and Classification Officer. Known for sharing her voice at institutional events and mentoring Correctional Cadets, she later became a Corporal overseeing all aspects of visitation, including specialized programs for mothers and children.

As a Lieutenant and Operations Officer at the Howard R. Young Correctional Institution, Janice trained officers, led investigations, conducted security inspections, and managed daily operations at the women’s facility. She holds a bachelor’s degree in Christian Ministry and an associate’s degree in Criminal Justice, and she is a proud mother, grandmother, and great-grandmother who leads with compassion and integrity. A survivor of brain trauma, Janice now channels her story into hope and healing through the arts and education. She has taught and mentored children of all ages and currently serves on the Appoquinimink School District Advisory Board. Through her Mentoring Professional Ethics program, she advocates for breaking the school-to-prison pipeline by helping students and agencies embrace professionalism, safety, and purpose.

Jessica Smith is the Chief Forensic Toxicologist of the State of Delaware Division of Forensic Science (DFS) where she has been working for over 21 years and where she started as a Forensic Chemist. At DFS, Jessica manages the operations and staff of the Toxicology Unit in which biological specimens of postmortem and Driving Under the Influence (DUI)/Other cases are analyzed for drugs and alcohol. The Toxicology Unit is a team of 11 employees and handles more than 2000 cases and 8500 tests per year.

Jessica is a proud Middletown High School alumna! She received her Bachelor of Science degree in Biochemistry from the University of Delaware with a minor in Biological Sciences. Jessica also earned two Master of Science degrees from Michigan State University. The first one is in Forensic Science with a concentration in Forensic Chemistry and with thesis research in Forensic Toxicology. Jessica’s second Master’s degree is in Pharmacology and Toxicology.

In 2005, Jessica was recognized as a recipient of the Educational Research Award through the Society of Forensic Toxicologists (SOFT) for her Master’s thesis research on methadone. Jessica is a member of SOFT as well as the American Academy of Forensic Sciences (AAFS), the International Association of Forensic Toxicologists (TIAFT), and the American Chemical Society (ACS). Jessica earned her board certification through the American Board of Forensic Toxicology (ABFT) as a diplomate (D) in forensic toxicology (FT).

Jessica has several publications related to her work in forensic toxicology, including two on lateral flow immunoassays for fentanyl and fentanyl analog detection in various sample types, which resulted from a collaborative research project with the U.S. Army Combat Capabilities Development Command (CCDC) Chemical Biological Center. Jessica also works as an adjunct professor at the University of Delaware where she teaches their Forensic Science course.

Dr. Jim Warwick is the Director of Criminal Justice (CJ) programs at Wilmington University. He began teaching at Wilmington University as an adjunct instructor in 2010, teaching in both the undergraduate and graduate CJ Programs.

Dr. Warwick earned a Doctor of Education degree in Organizational Learning, Leadership & Innovation from Wilmington University and a master’s degree in the Administration of Justice, with a concentration in Homeland Security. His dissertation research explored training and preparedness for responding to and stopping active shooters in the U.S.

With over 26 years of law enforcement experience, Dr. Warwick spent most of his career training police officers how to survive life-threatening encounters. His law-enforcement background included Patrol, K-9 Division, Special Operations Response Team, and Senior Weapons and Tactics Instructor.

Dr. Warwick is a Certified Firearms Instructor, Master Police Instructor, Interactive Use of Force Instructor, Low- Light Strategies Instructor, Realistic De-Escalation Instructor, and a Force Science Analyst. He remains active with many professional law enforcement organizations.

Director of Outpatient Rehabilitation Services for ChristianaCare Health System

Kevin is the Director of Outpatient Rehabilitation Services for ChristianaCare Health System, a position he has held since 2017. In that position, Kevin oversees all outpatient physical, occupational, and speech therapy operations as well as inpatient and outpatient pediatric therapies.

He received a bachelor’s degree from Ursinus College, a Master of Physical Therapy from the University of Delaware and a Master of Business Administration with a concentration in Healthcare Administration from Wilmington University. He also completed the University of Delaware Certificate in Healthcare Leadership program. Kevin has been a Sports and Orthopedic physical therapist since 2001. Kevin is also a Certified Athletic Trainer and served as the Athletic Trainer for Delaware Tech Community College from 2003 to 2022.

He has served as the Co-President of the Health Science Advisory Board for Appoquinimink School District since it’s inception in 2017. Outside of his professional life, Kevin has served on the Board of Directors for M.O.T. Little League (Middletown, DE) in various roles including Vice President of Baseball from 2022 through present. He continues to be active in coaching Football, Basketball, and Baseball in the community.
